Coastal Regulation Zone (CRZ) Clearance in Tamil Nadu

CRZ clearance is mandatory for development activities within 500 meters of the High Tide Line (HTL) along Tamil Nadu’s coast. It is governed by the Tamil Nadu State Coastal Zone Management Authority (TNSCZMA) under the CRZ Notification, 2011, issued by the MoEF&CC, Government of India

Who Requires CRZ Clearance

CRZ Clearance Process
  • Application: Submission to TNSCZMA with project details, EIA, and mitigation measures.
  • Mapping & HTL Demarcation: Classification of the site under CRZ-I, II, III, or IV to determine permissible activities.
  • Review & Consultation: Public hearing (if applicable) and expert committee evaluation by TNSCZMA.
  • Approval: Category A projects require MoEF&CC approval; Category B projects are cleared by TNSCZMA.
CRZ Classification
  • CRZ-I: Ecologically sensitive areas—no construction.
  • CRZ-II: Urban areas—regulated construction permitted
  • CRZ-III: Rural/undeveloped areas—limited construction beyond 200 m from HTL.
  • CRZ-IV: Water areas—regulated fishing and infrastructure allowed.
